MODEL LETTER TO NY TIMES

[for NY Times]   RE:  Benjamin Netanyahu Rebukes David Cameron for Criticizing Israel    Feb. 26

Israeli PM Netanyahu took offense at U.K. PM Cameron saying that Israel’s “effective encirclement” of East Jerusalem and the extent of its construction in that contested territory “genuinely shocking.”  But Netanyahu’s defense of Israel was lame.  That is no surprise because Cameron was correct – Israeli settlement construction in East Jerusalem is shocking in its disregard for international law.

Rather than address Cameron’s criticism of settlements, Netanyahu claimed that “Only Israeli sovereignty” protected Palestinians (who he disingenuously called “Arabs”) and guaranteed them rights.  Some protection – Israel discriminates against Palestinians by law and custom, and has since Israel was founded almost 70 years ago.

MODEL LETTER TO  NY TIMES

[for NY Times]   RE:  Talk Grows About Who Will Succeed Palestinians’ Fading Mahmoud Abbas    Feb. 28

Many analysts agree that Marwan Barghouti, who is serving a life sentence in an Israeli prison, is the only possible Palestinian leader who can unite the Palestinians.  But don’t expect an Israel to release Barghouti in a de Klerk-Mandela moment.  Releasing Barghouti would likely lead to a unified Palestinian leadership that would make a strong bid for a Palestinian state alongside Israel, and that is exactly what Israeli leaders have worked to prevent since Israeli’s founding.  We must not forget that Israel has rejected every Palestinian diplomatic initiative to resolve the conflict, not the reverse, in spite of what American politicians say.

Isaac Herzog (Israeli Labor Party leader) Op-Ed...Only Separation Can Lead to a Two-State Solution;     http://www.nytimes.com/2016/02/29/opinion/international/only-separation-can-lead-to-a-two-state-solution.html  ...Reports The Labor leader sets out a plan to achieve two-states.  He starts by accepting all the myths that Israel has worked for peace and the Palestinian reject peace, and agrees with Netanyahu that peace is not possible, even though that will lead to an unacceptable one-state.  His plan: (1) land swaps for settlement blocks, (2) separate Arab villages from an Israeli-Jewish Jerusalem, (3) stop settlement expansion but the Israeli army will remain in control, (4) a security conference to defeat Iran and ISIS, and (5) demilitarization of Gaza but Israel retains right to attack at will.

TWO MODEL LETTER TODAY, BOTH TO NY TIMES - FIRST LETTER

[for NY Times]   RE:  Only Separation Can Lead to a Two-State Solution    Feb. 29

Isaac Herzog’s plan for peace by achieving two-states is completely out-of-touch with reality because it is premised on the Israeli myths that Israel wants peace and the Palestinians reject peace in favor of terror.  Given that poor start, Herzog proposals offer nothing new except a call to stop expansion of settlements beyond Israel’s illegal separation wall.  Otherwise, the plan is just a continuation of Israeli military domination of the Palestinians with the tacit assumption that the Palestinian will give-up their 50 (or 70) year quest for a Palestinian state to live contented in bantustans Israel chooses for them.

The Times was right in reporting on Herzog’s plan in nits ews columns, but I am shocked that the Times prints such delusional dribble on its Opinion page.

[for NY Times]   RE:  Netanyahu Welcomes Cease-Fire in Syria, but Adds a Warning    Feb. 28

Another example of Israeli hypocrisy.  Israel welcomed a cease-fire in Syria, but openly claimed that it would not be bound by the agreement.  Israeli Prime Minister Netanyahu claimed that Israel would bomb Syria whenever it decided to do so, using the excuse of security.  In fact, every time Israel bombs Syria, which it has done about a dozen times in the past few years, Israel is assuring that there will be continued conflict in the region.

MODEL LETTER TO NY TIMES

[for NY Times]   RE:  An Anti-Semitism of the Left    March 7      Column

Anti-Semitism is based on hatred of Jews because they are Jews.  What Roger Cohen describes is based on hatred of Israel.  The spillover into actions against Jews is because Jews are identified with Israel.  But that was brought on by Israel which insists it is the nation-state of all Jews.

That said, I condemn leftists or anyone who attack all Jews as supporters of Israel.  In fact, there are many Jews, like me, who are ashamed that Israel claims it acts for us.

Cohen correctly calls for vigorous criticism of Israel for its crimes against Palestinian, but he is wrong to suggest demonization of Israel is wrong because it ignores the millennial-long Jewish struggle against persecution.  The Jewish struggle in no way justifies Israel’s 50-year, systematic oppression of Palestinians; depriving them of their U.N. granted state, stripping them of human and civil rights, destroying their economy, and expropriating their land. Israel has demonized itself by its actions towards Palestinians.

[for NY Times]   RE:  Deep Rift Among Israeli Jews Are Found in Religion Survey    March 8

The Pew survey is yet another demonstration that Israel and the United States have different core principles.  Can you imagine that half of centrist Americans would want to expel a large ethnic American minority (think African Americans or Hispanic or Asians), depriving them of their United States citizenship and ripping them from their establish life.  But that is exactly what half of centrist Israel want to do with the Palestinians (who they call Arabs depriving them of their identity by that terminology).

The lesson from these differences is that the United States should end its diplomatic and military support of Israel that perpetuates Israel’s occupation that dehumanizes Palestinians, depriving them of rights, and that leads to even considering expelling them from their homes commonly dating back to before Israel was established.

[for NY Times]  RE:  Biden Assails ‘Failure to Condemn’ Palestinian Violence    March 10

Vice-president Joe Biden was correct in condemning the Palestinian Authority for not condemning the attacks on Israelis.  But he was wrong in not following the lead of U.N. Secretary General Ban Ki-moon and U.S. Ambassador to Israel Daniel Shapiro in condemning Israel’s policy of executing any Palestinian who even hints of an attack.  Since October, Israeli police and army have killed about 200 Palestinians.  As Shapiro said in late January, "Too many attacks on Palestinians lack a vigorous investigation or response by Israeli authorities, too much vigilantism goes unchecked and at times there seem to be two standards of adherence to the rule of law: one for Israelis and another for Palestinians."

Netanyahu disrespects President Obama because Obama will not agree to Netanyahu’s demand that the U.S. gift the Israeli military increase from $3.1 billion to $5 billion each year.  Obama is suggesting $4 billion.  But even that is too much.  The Leahy law, the U.S. Foreign Assistance Act, and the U.S. Arms Export Control Act all limit the use of American supplied weapons to defense and humanitarian uses, and that can be accomplished for less than $1 billion each year.  The only reason Israel wants all that money is to acquire first-strike weapons like F-35 fighters, and the only need for first-strike weapons is to start a war with Iran.

LA Times:     two. items today:

...Article on B1      UC unveils policy draft;     http://www.latimes.com/local/lanow/la-me-ln-uc-antisemitism-20160315-story.html   ...Reports proposed statement on intolerance at UC proposes to conflate anti-Semitism and anti-Zionism as forms of discrimination that are unacceptable on campus.  The proposed statement drew sharply divergent reactions, with pro-Israel groups hailing it as a needed step to protect Jewish students from hostility and those supporting Palestinian rights criticizing it as a naked attempt to suppress criticism of the Jewish state.

There is some inconsistency in the proposal.  In the proposal is a "contextual statement" that accepts the link between anti-Semitism and anti-Zionism, saying, "Opposition to Zionism often is expressed in ways that are not simply statements of disagreement over politics and policy, but also assertions of prejudice and intolerance toward Jewish people and culture," the statement says. "Anti-Semitism, anti-Zionism and other forms of discrimination have no place at the University of California."  But the proposal also asserts that 1st Amendment principles and free speech must be "paramount" in guiding responses to acts of bias.

...LA Times editorial on A12      UC’s intolerance policy;     http://www.latimes.com/opinion/editorials/la-ed-uc-intolerance-20160316-story.html...Says the UC proposed rules on intolerance have a set of “Principles \gainst Intolerance” that are a good effort to balance condemnation of hatful conduct with support for robust debate.  But the proposal errs in conflating anti-Semitism with anti-Zionism and saying both are forms of discrimination that “have no place at the University of California.”  The editorial says “It's difficult to read that as anything other than a warning to those students or faculty members who have fundamental disagreements with the state of Israel. It apparently rules out of bounds an assertion by, say, a Palestinian professor that Israel's creation was unfair and unjustifiable, or by a Jewish student that Israel should be replaced by a nonsectarian state. Both are ideas that this page opposes but they are fully entitled to protection at a public university under the 1st Amendment.  The equation of anti-Zionism with anti-Semitism might also make it easier to stigmatize protests against Israeli policies — particularly the treatment of Palestinians — even if they don't actually oppose the idea of a Jewish state. Pro-Palestinian activists on campus are right to fear that such a statement would target their advocacy even when it doesn't involve anti-Semitic language or harassing behavior.”

Editorial says no new policy is needed, especially one that conflates anti-Zionism with anti-Semitism.

[for LA Times]   RE:   UC’s intolerance policy    March 16    editorial

The Times is correct that the UC proposed intolerance policy that conflates anti-Zionism with anti-Semitism, and calls both discrimination, is wrong.  Many students and faculty, including many who are Jewish, object to Israel’s systematic denial of Palestinian rights and they do simply using speech.  The proposed rule will violate their 1st Amendment free speech rights as well as the University’s commitment to open discussion.

As a Jewish American who opposes Israel apartheid regime in the West Bank that oppresses Palestinians, but accepts the existence of Israel within its 1967 borders, my protest against American support for Israel’s policy would be demonized by the proposed rule that makes anti-Zionism equivalent to anti-Semitism.  It is a bad rule.

[for LA Times]   RE:   Fiery deja vu for Palestinian clan    March 21    editorial

Another example of the difference in values between the United States and Israel.  Last July violent settlers fire-bombing a Palestinian home killing a toddler and both parents.  The event was witnessed by a neighbor.  Now, in true gangland fashion, the witness’ home was firebombed in an attempt to silence him.

This sort of thing happened and was accepted in part of the U.S. during prohibition, but has not been accepted for well over 75 years.  Yet it is happening in Israel today, and the settlers who did the firebombing are ascendant in Israeli politics.

The United States must not support Israel as long as settlers control the government.

Carol Giacomo is correct that Bernie Sanders is the only presidential candidate who shows any recognition of the reality in Israel-Palestine.  Sanders calls for compromises by both parties, and actually lists what each side must do.  Sanders is attempting to take be an honest broker.  In contrast, all the other candidate say or imply that only Palestinians must make concessions.  In fact, Sanders policy is closer to George W. Bush and Barack Obama’s than it is to that of any other candidate.

[for LA Times]   RE:   UC’s tolerance debate    March 23    Op-Ed

Judea Pearl and Saree Makdisi and Judith Butler seem to occupy different worlds.  Pearl sees Zionism as Jewish identity, even though Zionism – living in Israel – has been rejected by over half the Jews in the world, including Pearl himself, who have not emigrated to Israel.

Makdisi and Butler see Zionism as an ideology that has dispossessed millions of Palestinians from their homeland, stolen their land, ruined their economy, and deprived them of their rights, including their right to self-determination.

The problem is that critics of Zionism the ideology are criticizing a political movement, whereas some Jews hear that criticism as attacking their identity.  The way to solve the dilemma is for Israel to end its oppression of Palestinians.  But the pro-Israel forces do not consider that possibility and rather attempt to stop criticism of Israel’s oppression.

[for LA Times]   RE:   UC statement on bias takes a middle ground    March 24

[

The UC Regents statement on intolerance is misdirected.  The statement almost ignores Islamaphobia, sex and gender issues, and other real, everyday aspects of discrimination.  What the Regents’ statement does is attempt to protect Jewish students from hearing truths about Israel’s apartheid regime in the West Bank and Gaza.  But the U.S. Department of Education says that university students should expect to be exposed to harsh truths and that does not violate their rights.  What the statement does is limit if not eliminate the free speech rights, guaranteed by the U.S. Bill of Rights, for critiques of Israel’s policy of denying Palestinians their civil, economic, and human rights.

The UC Regents erred in adopting the statement on intolerance.

The Times is correct in applauding the UC Regents for not adopting principles of intolerance that conflate anti-Zionism with anti-Semitism, but insisting that when anti-Zionism merges into attacks on individual Jewish students, that is anti-Semitic and will not be tolerated.

That said, I am dismayed that the Regents were so concerned with anti-Semitism, which is not a problem in the UC, while almost ignoring real discrimination in the UC community including Islamophobia, sexual misconduct, gender identification issues, and other forms of racism.

This debate misses the point that many critics of Israel, including Jewish Americans, are not calling for an end to the Jewish state, rather they are calling for an end to the occupation.  That position traps them in the middle.  They do not identify with hard-line pro-Palestinian supporters who do call for the end of the Jewish state, nor do they identify with right-wing Jewish Americans who support Israel including its occupation.  But worse than being in the middle is that they are denied their right of political expression and free speech by the right-wing’s insistence that any criticism of Israel is anti-Semitic.

Please note letter by our colleague Lillian Laskin published in Wednesday’s LA Times, page A14, also on web at       http://www.latimes.com/opinion/readersreact/la-le-0406-wednesday-israeli-soldier-palestinian-20160406-story.html  under title “Debating the death of a Palestinian assailant in the West Bank.”

I see the argument supporting the apparent cold-blooded killing of a wounded Palestinian who had stabbed an Israeli soldier as analogous to the myriad excuses given by American police officers who shoot unarmed people with impunity. ("In Israel, many now find justification for the videotaped killing of a Palestinian," March 31)

The entire world knows about the U.S. and the wanton killing of our citizens by our police. I am sure the world also sees this incident of the Israeli soldier shooting the Palestinian man while he was lying on the ground following in the same footsteps.

This reckless behavior can only undermine any moral influence in the eyes of others.

MODEL LETTER TO NY TIMES

[for NY Times]   RE:... “Bernie Sanders Campaign Suspends Jewish Outreach Coordinator for Vulgar Remarks About Netanyahu”      April 14

In Thursday’s Democratic debate Bernie Sanders took a major step towards peace in Israel-Palestine by acknowledging the humanity of the Palestinian people.  Peace will never come until the Israelis accept the humanity of the Palestinians, acknowledge their right to self-determination, and are ready to end the occupation.  But that will never happen as long as the United States fully supports the illegal Israeli occupation.  But Sanders move towards peace was negated by the Simone Zimmerman incident.  Sanders appointed Zimmerman his outreach coordinator.  But the Jewish establishment forced Sanders to suspend Zimmerman because she dared to criticize Netanyahu and is vocally opposed to settlements.  Until American political leaders are ready to stand for what they believe, and buck the Israeli Lobby, there is no chance for peace.

RE:... “Criticizing Israel, Bernie Sanders Highlights Split Among Jewish Democrats”      April 16

Bernie Sanders may be the oldest presidential candidate seeking the presidency, but he is the only candidate to represent the future.  Sanders wants the United States to recognize the humanity of Palestinians as individuals, and the collective right of Palestinians to self-determination.  And Sanders wants the United States to help Israel adopt that recognition as the only route to peace.  And that message resonates with young people.

Meanwhile young people reject the rote United States support of Israel, no matter how outrageous Israel’s actions are toward Palestinians.  This situation gives me hope.

Another example of policy differences between the United States and Israel.  For years the Israeli government has made it clear that Israel reserves the right to annex most of the West Bank at a time that suits them – likely after most Palestinians are either forced out or corralled in enclaves.  And that unwillingness to allow Palestinians their right of self-determination is the major barrier to resolving the Israeli-Palestinian conflict.  Now Netanyahu put the Golan Heights in the same category, making peace with Syria (at some future time when the country is stabilized) impossible.

Both these Israeli positions are contrary to United States policy.  Yet the United States enables these Israeli policies by it annual military support of $3.1 billion now, scheduled to increase by 50% over the next few years.

If the united States wants to promote peace in the region, a good place to start is to end it military support of Israel’s territorial expansionism.

Roger Cohen recognizes that the only path to peace between Israelis and Palestinians is a Palestinian state alongside Israel, and for that to happen, American political leaders and the American media must stop blaming Palestinians for everything bad and seeing Israel as a defenseless victim.  Bernie Sanders’ remarks on Israel-Palestine at the Democratic debate last week represented the first step for the American political class too the actual reality that Israel oppresses Palestinians and is the major present barrier to peace.  Sanders and Cohen know that progress will not be easy, but both recognize that progress towards peace can only occur when America stops looking at Israel with rose-colored glasses.

Yossi Klein Halevi’s essay is a defense of the fundamental plank of Zionist ideology – namely that Jews are a nation with pure blood and the right of self-determination.  Halevi says that Jews have pure blood because “Judaism was never intended to be a universal faith, only the faith of a specific people.”  That may be religious dogma, but it is neither history or science.  Yet what is the Jewish story if not history?

Israel’s right-wing ambassador Danny Danon is disingenuous when he says that only direct Israeli-Palestinian negotiation can yield progress in resolving the Israel-Palestine conflict.  He cites the Israel-Egypt treaty completing discounting the role played by U.S. President Jimmy Carter at Camp David in 1978.  He is even more disingenuous when he says progress rests on the Palestinians accepting Israel.  Does Danon completely forget that the PLO officially accepts the existence of Israel.  In fact, it is Israel that does not accept a Palestinian right of self-determination and a right to the state assigned to them by the U.N. in 1947.

Beyond what Danon writes, there is a role for the United States and that is to stop enabling Israel refusal to accept Palestinian rights, and the best fay for the United States to do that is to end its over $3 billion annual gift of military hardware to Israel that Israel uses to deepen its occupation and oppress Palestinians.

It is time to for the U.N. Security Council to enforce its 1981, long-standing Resolution 497 not to accept Israel’s unilateral law effectively annexing the Golan Heights.  All U.N. Security Council members, including the United States, oppose Israeli attempts to consolidate its sovereignty over the Golan.  Now is the time to act.

A good start would be a new U.N. Security Council resolution ordering Israeli troops off the Golan to be replaced by a U.N. peace-keeping force.  The peace-keeping force can hold the Golan until Syria is stabilized and is ready to renew its control over the Golan.  The peace-keepers should also set-up a government that collects fees from Israeli farmers who continue to farm on the Golan on land that is rightfully Syrian.

Israel is already the biggest recipient of U.S. aid, receiving a gift of $3.1 billion in military aid from the United States taxpayers each year.  That is obscene because Israel uses that military aid to oppress the Palestinians, deepen the occupation, and make peace ever more difficult.  Now Israel and the American political establishment are working to increase the annual American gift, perhaps by as much as 50%.

The United States says it supports a Palestinian state alongside Israel.  It is time for Congress and the Administration to recognize that gifting Israel with massive amounts of military aid is incompatible with Israel ever agreeing to share the land between the River and the Sea with a Palestinian state.

As a Jewish American who longs for peace, I urge the United States to cut military aid to Israel, not increase it, as a positive step to fulfilling the U.S. partition of Palestine into a Jewish state that already exists, and a Palestinian state that is longed for by the Palestinian people.

[for LA Times]   RE:   Israeli justice minister wants to extend laws to settlements    May 3

The automatic application of Israeli law to Jews living in illegal settlements is another step that Israel is taking into deeper apartheid – where Jews and Palestinians live alongside each other, but under different sets of laws.  Even Israeli human rights workers are pointing this out.

The United States’ deep commitment to Israel cannot, and should not, be unaffected by Israel’s continual movement into a more and more unequal society.  The United States should protect a democratic Israel from attacks at the United Nations, but it must not do that for a racist Israel.  And the Justice Minister’s move to apply Israeli laws to settlements is another Israel move to a more racist society.

The Israeli court has served justice by the life plus 20 year sentence to the Israeli who abducted and burned to death a Palestinian teenage in 2014.  But the human rights community must be vigil to assure that the murderer’ sentence is not reduced by executive action.  That has happened in the past when an Israeli is convicted of killing a Palestinian, and it negates the justice done by the court and makes a mockery of Israeli’s claim to honor justice.

It is not that Israeli military leaders are humanitarians, rather it is that Israeli’ right-wing politicians and much of the public is becoming nationalistic.  It seems many if not most Israelis do not concede any rights to Palestinians, even a basic right to life.  They are even more outrageous than Donald Trump’s talk about Muslims and Mexicans.

As Israel moves more into fascism, American political leaders will find it harder and harder to claim that the U.S. and Israel share values.  In fact, that point has already been reached, and it should be acknowledged by reducing American gift of military aid to Israel, not a massive increase that aid as Congress and the Administration proposing.

If the French initiative to move the Israeli-Palestinian forward fails, as   seems probable, place the blame on the Obama Administration.  As Israel’s largest donor of military aid, the United States is uniquely positioned to assure that Israel will attend the Paris conference.  The United States has not delivered.  That might explain Kerry’s schedule conflict that forced the conference to be postponed.  Surely with the political cover of its final year, the Obama Administration can find a way to get Israel to cooperate in peace talks.

How can the United States continue to accept Israel as its prime ally in the Middle East?  Israeli politicians are fascist in their absolute disregard of human rights of Palestinians and even of Israelis.  And this rogue government is supported by a majority of the people.

Worse, the annual gift of over $3 billion in military aid make the United States complicit in Israeli human rights abuses.  Israel does not share American values, nor is Israel a strategic interest of the United States.  It is past time to end American support for the Israeli government military.

Thomas Friedman shows how Israel is descending into militarism and racism.  But Friedman is sugar-coating the future by saying Israel is sinking into “a de facto binational state controlled by Jewish extremists.”  A more accurate statement would be to characterize the future Greater Israel as an apartheid state in which Jews and Palestinians live in the same area but under different sets of laws – Jews under Israeli civil law and Palestinians under violent military rule.

These new developments should be enough for the United States to stop supplying Israel with over $3 billion worth of American weapons every year, and surely to end ongoing talks to increase that amount by up to 50%.  Gifting Israel with billions of dollars each year does not promote peace, it just encourages Israel into more anti-democratic positions.

Palestinian President Abbas’ apparently incorrect accusation was a blunder that will cause all the Palestinian people more suffering.

Not to excuse Abbas’ error, but radical Israeli rabbis, whose salaries are paid by the state, have previously issued calls to indiscriminately kill Palestinians that were never criticized by the Israeli government.  One example occurred during the 2014 Israeli bombardment of Gaza that killed 2,300 people, mostly civilians.  At that time the Israeli army’s head Rabbi issued a call that encouraged Israeli soldiers to kill civilians.

Etgar Keret is correct that the terms “anti (or pro-)-Israel (or Palestine)” limit discussion and promote tribalism to the detriment of any real exchange of information or learning opportunity.  Israel (and Palestine) are real countries that each consist of a mixture of good and bad – think the United States in 1950, or even today.

Keret does not make the distinction between being Ambi-Israel and ambi-Palestine clear.  It is easier to understand by taking my own case – I am ambi-American in that I am proud of being an American but fiercely oppose America’s foreign military adventures and even more so the United States unflinching support of Israel including Israel 50-year unjust and illegal occupation of the West Bank and Gaza.

This article demonstrates once again that Israel is not meeting its obligations as the occupying power in the West Bank as set out in the 1907 Hague Regulations (arts 42-56) and the Fourth Geneva Convention.  Specifically, an occupying power is required, among other things, to ensure sufficient hygiene and public health standards to the population under occupation.   By cutting off Palestinian’s water, Israel is failing this obligation.

The United States should take note of Israel’s failure when it considers shielding Israel from accountability in the U.N. Security Council.

[for LA Times]   RE:   Israel, Turkey normalize ties    June 28

[for NY Times]   RE:... “Diplomatic Deal With Turkey Upsets Israelis Wary of Conceding Too Much”      June 28

This must be a fair deal because the Israeli government is being criticized from both left and right.  But unfortunately the deal does nothing to promote Israeli-Palestinian peace.  The deal leaves the illegal and morally corrupt Gaza Siege in place, although it allows Turkey to ship materials to Gaza.

The United States urged both parties into this deal.  Now the U.S. must assure that Israel does not block Turkish shipments to Gaza.  More important, the U.S. must now pressure Israel to completely end the siege that has destroyed the Gaza economy and put its 1.8 million residents at risk of a full-out humanitarian crisis.

Yossi Klein Halevi may be correct that the underlying BDS goal is to destroy Israel.  But Halevi is wrong to use that as an excuse for Israel not to end the occupation and accept a Palestinian state alongside Israel.  Halevi says BDS supporters who want two-states are being duped.  Maybe, but he refuses to understand that best way to destroy the BDS movement is for Israel to end the occupation, and let the BDS movement collapse when it loses the majority of its supporters whose goal is ending the occupation.

Halevi does not seem to recognize that Israel’s constant expansion of settlements is the underlying strength of the BDS movement.  Rather than stop stealing Palestinian land by ending settlement expansion, Halevi prefers Israel to consolidate its hold on all the land.

The way forward to peace is for the United States to end its unflinching support of Israel that enables Israel’s refusal to make peace with Palestinians.

[for NY Times]   RE:... “Faulting Both Israelis and Palestinians, Report Aims to Revive Peace Talks”      July 1

The Quartet’s report is a step forward towards Israeli-Palestinian peace, but does not go far enough to really make a difference.  The report correctly identifies Israel’s continued settlement building and expropriation of Palestinian land as barriers to peace.  The report says Israeli actions raise "legitimate questions about Israel's long-term intentions, which are compounded by the statements of some Israeli ministers that there should never be a Palestinian state."

But just pointing out how Israel works to prevent a Palestinian state alongside itself is not enough to change that dynamic that makes peace impossible.  The Quartet must put teeth into its criticism.  I suggest the United States, which co-signed the report, should stop shielding Israel from accountability in the U.N. Security Council.  That will establish a different environment in which Israel will have to re-evaluate its policy of taking over the West Bank and preventing a viable Palestinian state from emerging.

Unfortunately, the Administration and Congress seem determined not only to continue gifting Israel each year will billions of dollars for military equipment, but increasing that gift to over $4 billion each year.

The worst aspect of this gift is that it violates United States’ own laws that require that American arms are used to promote human rights or for legitimate self-defense.  Nevertheless, Israel’s uses American arms in unprovoked attacks on Gaza and Lebanon, and for deepening its occupation of Palestine and oppression of Palestinians.

Before American military gifts to Israel continue, there should be an investigation on how U.S. arms have been used by Israel and other recipients.

Full text of letters by Colleagues Ruth Shapin, Marcy Winograd, and me that appeared in today’s LA Times.at http://www.latimes.com/opinion/readersreact/la-ol-le-israel-palestine-20160703-snap-story.html

To the editor: If the majority of Israelis favor two states, as Halevi notes, why does Israel continue to build settlements on the West Bank, the future Palestinian state?

It is unfair to blame the Palestinians for the decades-old conflict. Both sides have rejected peace proposals for various reasons.

It is past time for Israel and the Palestinians to end the impasse and establish two states, or a bi-national democratic state.

In the meantime, a peaceful boycott may persuade Israel, the stronger party, to stop building settlements and initiate peace talks.

Ruth Shapin, Orange

To the editor: I disagree that the anti-Israel boycott movement is a threat to peace. On the contrary, it is a non- violent form of resistance to decades of Israeli occupation, theft of Palestinian land, and monopolization of water.

As a non-Zionist Jew, I support equal rights for all in Israel, Palestine and the right of Palestinians to return to their homeland.

To deny them the right of return is analogous to barring Native Americans from their sacred land, something we would never expect the indigenous inhabitants here to accept because it would be tantamount to saying they had no right to exist in their homeland.

Marcy Winograd, Santa Monica

To the editor: Halevi may be correct that the underlying BDS goal is to destroy Israel.

[for LA Times]   RE:   “California goes after BDS”    July 5   Editorial

The Times is correct that AB-2844, the law being considered by the California legislature, will do nothing to protect the people of California from discrimination or to protect Israel from boycotts.  The Times notes that boycotts, even against Israel, are protected speech.  Not mentioned by the Times is that boycotts of Israel protest the 50 year occupation of Palestine that has destroyed the Palestinian economy, dispossessed Palestinians of their land and property, and deprived Palestinians of human and civil rights.

The way to protect Israel from a boycott is for Israel to end its illegal occupation and support an economically viable, sovereign Palestinian state alongside itself.  When the occupation ends, so will any significant boycott movement.

Israel continues its march away from democracy towards a fascist state.  This time passing a law that stigmatizes human rights groups.

As Israel moves away from democracy it deepens the rift with the United States.  At some point American politicians will no longer be able to claim that Israel and the United States share values.  Then finally, the United States will stand against oppression and call Israel to account for its 50-year occupation of Palestine.

[for NY Times]   RE:...” How Benjamin Netanyahu Is Crushing Israel’s Free Press”      July 25    Op-Ed

The United States does not have a perfect democracy.  But the United States continually strives to improve its democracy.  But Israel is different in that its leaders actively undermine its democracy.  The Freedom House report is just another example.

But none of this seems to matter to American politicians and media that insist that the U.S. and Israel share values, and that justifies continued American support of Israel’s march away from democracy  It is time for the U.S. to open its eyes to Israel’s true nature, and to stop protecting Israel from accountability at the United Nations.

But his condemnation ended up forcing the modern-Orthodox community to draw a line against rabbinical small-mindedness.  Rosner wrote, “the rabbinical establishment is in distress. The military is educating its soldiers to be tolerant of the L.G.B.T. community. The legal system is ruling in favor of equal rights for L.G.B.T. couples. And when a rabbi decides to cry foul, and remind his listeners that Jewish law has a clear-cut view against homosexuality, he is portrayed as a bigot and gets harsh condemnations from almost every quarter.”

Israel and pro-Israel American Jews fear delegitimization of Israel because Israel oppresses Palestinians.  To counter that, they spend tens of millions of dollars to propagandize American college students into accepting Israel’s oppression of Palestinians, and harass and target student leaders fighting for equality.

Wouldn’t it be easier, safer, and more in-line with Jewish teaching, for Israel to simply recognize the humanity of Palestinians, end the occupation, and support the 1947 U.N. decision to enable a Palestinian state alongside Israel?

[for LA Times]   RE:   “Boost for Jewish settlers amid calls for peace”    Aug. 23

Israel and the United States display their hypocrisy - again.  Israel says its wants peace, yet it continues to undermine peace by expanding settlements and oppressing Palestinians.  Israel’s latest move is to expand settlements on Palestinian land.  And not just any settlement, but in Hebron, where the existing settlements are populated by some of the most extreme nationalist, making Hebron a continual locus for conflict.

The United States hypocrisy comes from its ever deeper support for Israel, especially when it shields Israel from any accountability in the United Nations and other international bodies.  Yet the U.S. says it supports a two-state solution.  But by continuing to shield Israel from accountability, the U.S. enables Israel’s denial of Palestinians rights.

As an American, I call on President Obama to stop shielding Israel at the U.N. Security Council until Israel makes serious moves towards peace.  And as a Jewish American, I call on Israel to stop using me as an excuse for its occupation.

The Times is correct to worry about Israel improving relations with Saudi Arabia and Egypt may allow the Israel-Palestine issue to fester.  Ties between Israel and Saudi Arabia and Egypt are based on militarism (Saudi Araba over Iran and Egypt over ISIS in the Sinai), and that suits Israel whose entire society and government is centered on its army.  In contrast, an agreement with the Palestinians will involve peace.  And peace seems the last thing that Israel is interested in.

As an American and a world citizen I recognize that United States military aid to Israel, and protection from accountability in the U.N., are what enables Israel to continue its 49-year occupation of Palestine and to shun peace.  I am sad to conclude that that will not change with either a President Clinton or Trump.

The Times is correct that a significant number of the ~1,000 bills on Governor Brown’s desk should be vetoed.  And the Times is correct in pointing to AB-2844 as a bill that should be vetoed.  The Times says AB-2844 is “essentially a symbolic gesture” in opposition to the Boycott, Divestment, and Sanctions movement.  That is correct, but AB-2844 is worse – its intent is to stifle speech that may be critical of the Israeli government policy of occupation, and is thus an underhanded way to deprive citizens of their First Amendment right to free speech.
