Limit Reviews to One Per User

So just ran across a review (Review 6363) where somebody reviewed it MANY times. Pretty sure he is the one that uploaded it. We need to make it so that a user can only review the game once.

Also I found out on this review that when you hit "show more comments" I get a "You do not have permission to view this page" and then proceeds to load the LagTV home page inside the comments area.

I second the need to restrict the number of reviews one person can make.
It will prevent people from manipulating the review statistics on their
replay.
