BETTER LATE THAN NEVER
I am glad to report to you all that the Lagos state government,
southwest of Nigeria has commenced the recruitment of sign language
interpritters in the major secondary and tertiary health institutions
in the state. I met and spoke with one of the newly recruited sign
language interpritters today, 12th February, 2016.
We are now beginning to rip outcomes of advocacy for inclusive and
accessible health services for persons with disabilities, conducted
between August 2013 and March 2014 by "Team Nigeria" comprising of a
partnership of 2 Nigerian NGOs: disabled people's organization, DPAI
(Disability Policy and Advocacy Initiative), a mainstream
non-governmental organization, Treasureland Health Initiative, and a
US-based organization, IWD (Initiative for Women with Disabilities)
through the Empower Partnership for Inclusive Communities, with
support from MIUSA (Mobility International USA) and funding from the
US Department of States.
Colaborating with other major development agencies in Lagos state,
DFID-SAVI, major DPOs, including the Lagos state chapter of JONAPWD
(Joint National Association of Persons with Disabilities), and key
Agencies of Lagos state government including LASODA (Lagos State
Office for Disability Affairs) and relevant public health service
Agencies of the Lagos state government, the Emnpower Partnership for
Inclusive Communities Team for Nigeria had conducted public awareness
and capacity-building workshops, advocacy visits and had submitted
hundreds of Letter of Request/Advocacy to the Lagos state govrnment,
demanding increased inclusion and access for persons with disabilities
in the State's health service institutions.
In 2014, Team Nigeria also assisted the Lagos state University
Teaching Hospital (LASUTH) in identifying and recommending qualified
sign language interpritters for employment into the hospital.
Since 2014, DPAI, JONAPWD and other civil society stakeholders have
continuously engaged the Lagos state government; reminding it of it
statutory responsibility of ensuring inclusive and accessible health
services for PWDs in the state.
Now in 2016, Lagos state government under the new Administration of
Governor Akinwunmi Ambode has done the needful; commencng th
recruitment of sign language interpritters for all major public health
institutions in the state.
This is very laudible, commendable and responsive of the Lagos state government.
However, beyond sign intrpritters, more still needs to be done to make
our public hospitals inclusiv of, and accessible to PWDs. We urg the
state government to:
1. ensure that all hospital buildings are physically accessible to PWDs;
2. ensure that door-ways, toilets, tc are accessible;
3. provide colapsable beds for those with physical disabilities;
4. provide social workers to assist the PWDs in hospitals;
5. establish Resource/Support Centres where relevant personnel and
equipments for medical rehabilitation will be provided;
6. conduct regular training for medical personnel on the rights-based
and social models of disability and in other important areas of
knowledge and skill development.
