BETTER LATE THAN NEVER

I am glad to report to you all that the Lagos state government,
southwest of Nigeria has commenced the recruitment of sign language
interpritters in the major secondary and tertiary health institutions
in the state. I met and spoke with one of the newly recruited sign
language interpritters today, 12th February, 2016.

We are now beginning to rip outcomes of advocacy for inclusive and
accessible health services for persons with disabilities, conducted
between August 2013 and March 2014 by "Team Nigeria" comprising of a
partnership of 2 Nigerian NGOs: disabled people's organization, DPAI
(Disability Policy and Advocacy Initiative), a mainstream
non-governmental organization, Treasureland Health Initiative, and a
US-based organization, IWD (Initiative for Women with Disabilities)
through the Empower Partnership for Inclusive Communities, with
support from MIUSA (Mobility International USA) and funding from the
US Department of States.

Colaborating with other major development agencies in Lagos state,
DFID-SAVI, major DPOs, including the Lagos state chapter of JONAPWD
(Joint National Association of Persons with Disabilities), and key
Agencies of Lagos state government including LASODA (Lagos State
Office for Disability Affairs) and relevant public health service
Agencies of the Lagos state government, the Emnpower Partnership for
Inclusive Communities Team for Nigeria had conducted public awareness
and capacity-building workshops, advocacy visits and had submitted
hundreds of Letter of Request/Advocacy to the Lagos state govrnment,
demanding increased inclusion and access for persons with disabilities
in the State's health service institutions.

In 2014, Team Nigeria also assisted the Lagos state University
Teaching Hospital (LASUTH) in identifying and recommending qualified
sign language interpritters for employment into the hospital.

Since 2014, DPAI, JONAPWD and other civil society stakeholders have
continuously engaged the Lagos state government; reminding it of it
statutory responsibility of ensuring inclusive and accessible health
services for PWDs in the state.

Now in 2016, Lagos state government under the new Administration of
Governor Akinwunmi Ambode has done the needful; commencng th
recruitment of sign language interpritters for all major public health
institutions in the state.

This is very laudible, commendable and responsive of the Lagos state government.

However, beyond sign intrpritters, more still needs to be done to make
our public hospitals inclusiv of, and accessible to PWDs. We urg the
state government to:

1. ensure that all hospital buildings are physically accessible to PWDs;
2. ensure that door-ways, toilets, tc are accessible;
3. provide colapsable beds for those with physical disabilities;
4. provide social workers to assist the PWDs in hospitals;
5. establish Resource/Support Centres where relevant personnel and
equipments for medical rehabilitation will be provided;
6. conduct regular training for medical personnel on the rights-based
and social models of disability and in other important areas of
knowledge and skill development.

Thanks for this useful information. This calls for celebration and like you rightfully mentioned, we still need to continue with this advocacy until we get full implementation of the law. Again weldone everyone.

This is great news at last!

Of course, as they say "success has many fathers / mothers" - so we were quite surprised Dr that you omitted the Lagos State Civil Society Partnership (LACSOP) - though not a DPO, from your list of those groups that have been advocating tirelessly for the recruitment of sign language interpreters and other inclusive practices in our health facilities in Lagos State.

Even as far back as 2011 or 2012 LACSOP had met the then Permanent Secretary Dr Femi Olugbile with regards to ensuring the accessibility of health facilities for PWDs in Lagos State in the light of the newly enacted Special Peoples Law. He then advised LACSOP to bring evidence as to the situation with regards to PWDs accesibility in Lagos State healh facilities as that would then force government's hand to take action.

That was what resulted in the study LACSOP conducted in 2012 in collaboration with DPAI which was expanded to cover other key sectors (education, transport, recreation, etc) accessibility and level of inclusiveness for PWDs in LAgos State. You were a key part of that study and subsequent presentation at a validation meeting to all the MDAs covered in the Study.

Subsequently LACSOP has presented the recommendations of that study as well as other studies conducted in 2013 and 2014 at the primary and secondary health facilities in all the LGAs/LCDAs in the State on Maternal and Child Mortality Reduction where the issue of accessibility including specifically the need for LASG to hire sign language interpreters were presented repeatedly at the highest policy formulation platforms in the Lagos State Health sector including the Medium Term Sector Strategy (MTSS) planning retreats for 2014-2016, and to the entire leadership of the Health sector including the Commissioner for Health and Special Adviser to the Governor on Public Health. 

LACSOP advocacy teams went further to various LGAs/LCDAs throughout 2014 and met with various LGA Chairmen and as a result a few of them (eg: Oriade LCDA and Ibeju Lekki LGA) agreed to employ sign language interpreters and we were asked to nominate names of sign language interpreters for employment by the LGAs / LCDAs. We had asked DPAI to send names accordingly.

So you can see from the foregoing, that it would not be fair to the numerous members of LACSOP in the various LGAs/LCDAs who had over the years been in the forefront of the struggle to get inclusive practices mainstreamed into the health sector  if I did not set the record straight, - it should not be misinterpreted from your mail that we here in Lagos had to wait for "US-based organization, IWD (Initiative for Women with Disabilities) through the Empower Partnership for Inclusive Communities,  with support from MIUSA (Mobility International USA) and funding from the US Department of States."

That was clearly NOT the case. A lot of work was done and is still being done by local players to ensure inclusive practices is mainstreamed in the health sector (and all other sectors) in Lagos State. 

In conclusion we are more concerned with the results - and we know the best is yet to come - halleluyah!

Its a 'small step for man, but a giant leap for mankind!'

I must commend Lagos State Government for its commitment towards promoting inclusive society for all.
 
This is clear evidence that CCD's efforts and leadership on disability and development is bearing the right result, especially in the area of accessible healthcare services. It will be recalled, that CCD has since 2006 been using it Disability, HIV & AIDS projects in Lagos State to build the capacity of PWDs, CSOs and line government agencies on what accessible healthcare is all about and the need for CSOs to mainstream disability in their various interventions. That's why Lagos State AIDS Control Agency included PWDs in their strategic plans which serves as a guide for other MDAs in the health sector of the state.
 
It may interest you to know that the mainstreaming of disability issues in SAVI programme in Lagos State stems from my personal engagement of DFID leadership in Nigeria and my conversation with Mr. Kelvin, National Coordinator of SAVI for the mainstreaming of disability issues into SAVI programme prior to its commencement in Lagos State. We also did same with LASCOP, as a founding member of the partnership, LASCOP members were very receptive of disability issues as they encourage PWDs participation in all its programmes and activities. In fact, apart from Mr. Uche Ekugum and Mrs. Obanubi, I single handily designed and brought in the first set of participants for SAVI-Disability program which took personal pleading to Dr. Adebayo to join the partnership.
 
Friends, I am glad to share with you that this gospel of inclusive society in Nigeria is spreading to other states of the Federation.
 
That is why I chose to support Mr. Ayo and to share our own side of the story and to set the record strength that, before SAVI and the so called American people came into being, DFID has been in the fore front of promoting disability issues in Lagos which CCD has been a core beneficiary. Today's success story is as a result of many organisations contributions in their little ways without noise making. Interestingly, those that makes the biggest noise in the development sector, gets the highest attention.
 
As I write to you, we do not have enough certified sign language interpreters in Nigeria that will fill these vacancies that are available in Lagos State alone. What that means is that we should start advocating for training and retraining of more sign language interpreters to ensure no one is left behind.
 
I must not hesitate to share my own side of the story, for if you keep quit, others will subtly rewrite the story before your presence.

I am pleased with the richness in the conversation which has trailed
the news I shared with regard to Lagos State government's recruitment
of sign language interpritters for public hospitals in the state.

Specifically its nice to know that key CS stakeholders have been
making tremendous contributions towards the realization of this
success. I say cudos to All.

However, I think that the CSO community in Lagos state or every
individual and groups on this platform need to call Devid O. Anyaele,
CEO of CCD to order for his very uncivilized comments and conduct
lately.

Some one need to tell David that he does not have the monopoly of
capacity to destroy the personalities of others. He who live in glass
house must not throw stones.

This is my note of warning to David while I shall explore other
veritable means of personally engaging with his lack of maturity.

I appologize if this will cause any one some discomfort.
