RELEASE: labscript 3.2.0

Dear labscript community,

labscript 3.2.0 has been released! This is a minor update that incorporates two useful features.

As always, great thanks to the contributors, testers, and bug reporters that made these updates possible!

Changes in this release are:

• Introduce new attribute for IntermediateDevice that defines minimum clock high time. This allows pseudoclocks to tick faster for devices with asymmetric triggers (like the Novatech DDS). (PR#88, philipstarkey)
• Update defaults for saving Hg info to false. Should increase shot cycle time by removing timeouts from bunk Hg calls. (PR#90, ispielman)
• Also included are a few house-keeping fixes relating to releasing a documentation building.
