Second pre-release for Lab 1.3.0 on Staging

This release, 1.3.0-pre.2, mostly contains the new work in Chemical Reactions. It also contains two bug fixes, one for setting properties in onLoad and one for pinned atoms.

I'll get the automated screenshots running soon (it looks like I have to clear stuff out by hand, as it seemed to run out of space when writing metadata.js?).

We'll probably have to update staging at least one more time.

* I think the change to pinAtoms will need to be revised (I think it will break minimizeEnergy)

* once CODAP is updated with some changes Bill Finzer has made or is making, I will merge in a small change to dgExporter that should improve the labeling of data exported from Lab to CODAP: https://github.com/concord-consortium/lab/pull/73

Staging is updated to use 1.3.0-pre4, which slightly tweaks pinAtoms. There wasn't any point in testing the -pre2 release as pinAtoms were going to be immediately changed.

This does not include Richard's CODAP labels change, as we don't know the timeline for pulling in the associated change to CODAP.

Piotr, do you know about manually updating the Selenium snapshots? It looked like it had run out of memory (the metadata.js file was half-written, and complained about swap errors), so I cleared out a number of the snapshot folders by hand, and made the metadata.js file syntactically-valid, but I am still unable to call rm-old-tests.rb. I didn't look at it long, though, and can get back to it tomorrow.
