Newcastle has "gazetted" their municipal planning bylaw... Did they also publish their delegations?

Newcastle Municipality published the "Newcastle Municipality Spatial Planning and Land Use Management By-Law" in the KZN Provincial Gazette No. 1517, 9 October 2015. It is Municipal Notice 193 of 2015. Please see https://sites.google.com/site/akznplanner/kzn-spluma-municipal-planning-bylaws/adopted-gazetted-municipal-planning-bylaws for a copy of their bylaw.

Do you know if the delegations published in KZN Provincial Gazette No. 1517, 9 October 2015 is Newcastle's? Please see https://sites.google.com/site/akznplanner/kzn-spluma-delegations for a copy of the unknown municipality's delegations published in terms of Section 56 of SPLUMA in the KZN gazette.
