FYI – Please see the attached invitation for the Spring Grove Dam Resource Management Plan. This plan is a legal requirement in the terms of the National Water Act regulations and will inform the development of the scheme around Spring Grove Dam.

This serves as notification of the development of the Resource Management Plan for the Spring Grove Dam.

 

BACKGROUND

In 2000, the Department of Water Affairs (DWA) together with Umgeni Water commissioned a feasibility study for a phase 2 of the Mooi-Mgeni Scheme. This study recommended the construction of Spring Grove Dam on the Mooi River close to Rosetta with a water transfer system (i.e. a pump station and pipeline to the Mpofana River).

 

DWA and the Trans-Caledon Tunnel Authority (TCTA), who is the implementing agent for this scheme, have embarked on a process to develop a Resource Management Plan (RMP) for Spring Grove Dam. The main aim of a RMP is to compile a workable, functional and sustainable access and utilisation plan for the dam.

 

Refer to the attached Background Information Document for further details regarding the Spring Grove Dam and the RMP development process.

 

RESOURCE MANAGEMENT PLAN

The Spring Grove Dam, which is located 2 km south west of the Rosetta on the farms Rosetta and Spring Vale, and the surrounding land must be conserved and utilised in an environmentally sound and equitable manner based on an integrated RMP, and developed in association with all relevant stakeholders. A RMP will lay the foundation required to consolidate objectives for the Spring Grove Dam, within the framework of existing policy priorities on national, provincial and local levels. It will also be used to inform decision-making that may have a direct impact on the dam.

 

PUBLIC PARTICIPATION

The following meetings will be held to grant Interested and Affected Parties an opportunity to provide input into the development of the RMP:
