I am looking for a test system that does more or less what kyua/atf
does, but I need to use it in a C-only environment. Specifically I want
to cross-build tests along with the programs under test, and then run
them in the target environment.

I gather the pre-kyua atf could do this. It seems that the current atf
repo is the atf part, minus the kyua engine part.

So should I just get atf 0.19? Or does anyone else have other advice?

Why would the pre-Kyua ATF do this? It also used C++ for the toolchain.

Cross-compiling tests is easy and you can restrict yourself to atf-c if you like.

Cross-compiling Kyua is "harder" (if only because you need a C++ compiler), but also possible. The NetBSD source tree does this when MK_KYUA is enabled.
