The part that allows you to build the site and deploy it as a mobile web app (through an address like
m.yourschool.edu). You can do that today, for free.
As I said earlier, if you use AppQ within Kurogo to build a native app then you need a commercial license from Modo Labs (the creators of Kurogo). As it states on Modo Labs' site:
"Publishing AppQ™ based iOS and Android apps to public app stores requires a commercial license upgrade."
If you just want a web site wrapper around your mobile Kurugo site that can be done on Android and iOS, but don't expect Apple to accept it into the store; they are likely to reject it – see this PhoneGap page on the subject:
