KMS Cluster

I am currently in charge of deploying Apache's OpenMeetings to my company's infrastructure. So far we've discovered that our KMS installation needs to be on it's OWN server with Coturn in order to support more than 4 or so users. 

I'm having a couple issues

1. I'm trying to find an installation of KMS to use OUTSIDE of a docker image installed directly on RHEL Centos 7 and have tried a dozen options and run into nothing but issues with every try.

2. We will be deploying this to users in excess of 500K users. So obviously, we're getting ready to deploy server clusters across the various regions. What is the best way to achieve clustering of the various KMS servers across the globe so we can use this all in a load balanced environment?
