Problem with new chrome but not with firefox Gstreamer VideoRate transform error in logs

Hello,
With latest Chrome on windows 10 I usually get a GStreamer warning in the logs that results in no video being.
It is an odd pipeline, but used to work in older chrome and firefox, but now only works in firefox.

Gstreamer VideoRate error when logs set to 4:
warning basetransform             gstbasetransform.c:1414 gst_base_transform_setcaps() <videorate12>  transform could not transform video/x-raw, width=(int)320, height=(int)240, interlace-mode=(string)progressive, pixel-aspect-ratio=(fraction)1/1, framerate=(fraction)13/1, format=(string)RGB in anything we support

Pipeline:
WebRtc -> OneToMany -> CompositeB. 
               ^ <-CompositeA <- /

WebRtc.connect(OneToMany), OneToMany.connect(CompositeB) ! CompositeB.connect(CompositeA), CompositeA.connect(WebRtc);

 The error is when connecting OneToMany to Composite and back. 

Tried WebRtc -> Composite <-> Composite, same negative result.
Latest Kurento dev and non dev versions.
Tried different resolutions, randomly works, usually not.

Videorate is set to 15 max and min on client, but log shows different rate 13. I have tried setting VideoCaps all over, but it does not help.

Any ideas where to go from here?

What version of KMS core are you using? If you haven't updated to kms-core 6.1.2, I'll spank you, since we've been going over this for the past two weeks 😂 Please have a look at this thread.

That is indeed an odd pipeline!

I tried 6.1.2 and 6.1.3. Both clean installs.

Ok, could you please file a bug in bugtracker? Please read first the info on how to file a bug there, as we'll save a lot of time and questions. There's some info that we'll need, like versions of client libraries, KMS, clients... 

Also, have you checked in Firefox?

FireFox works fine other than it is unusable due to its network bandwidth saturation problem. 
Sadly I'm stuck in audio only mode until the Chrome issue is resolved or bandwidth limiting in Firefox works.
I'll work on the BugTracker.
