Kurdish characters

hi,
in winxp and vista, when i select turkish keybord Q, i can type "î"
"ê" "û" (kurdish character). for example with shift+3 (^) and e make
the "ê". but in win7 i cant type kurdish character. how can i type
these character?

and why microsoft doesnt support kurdish keybord? Kurds live in
turkey, iraq, syria and persia and they want to use kurdish keybord
directly in windows like ubuntu and other linux product.
