kubevirt: moving cluster-up folder might introduce a breaking change for users

Hey,

we recently worked on moving the cluster-up folder inside k/kubevirt into its own folder [1] - this is a requirement to establish OWNERship for kubevirtci and will enable the SIG Buildsystem to approve kubevirtci bumps.

While make targets `cluster-up`, ... will still work after that change is merged, the change will break scripts relying on the path for `cluster-up` folder inside kubevirt repository folder directly.
