[Exception Request] VEP #148: Persistent MAC Addresses for VirtualMachines

I am writing to request an exception for VEP #148: Persistent MAC Addresses for VirtualMachines.

The VEP has already been approved by the Network SIG. What is left is to approve the VEP by the root maintainers.

Being already approved by sig-network and only demanding another approval is a strong case IMO, although I haven't reviewed the VEP yet.
