Exception request for VEP #115 (PR #16632)

Hi all,

I request an exception as, although the PR has been approved and lgtm-ed, we currently face issues with the CI. The issues seem irrelevant to the proposed changes.

Which VEP you wish to ask an exception for
VEP #115 PR #16632: Add PCIe NUMA topology awareness

The reason the VEP is not merged by now
CI issues unrelated to the proposed changes.

What is left to do
Wait for the CI to complete and rerun required tests that might timeout.

The extra time needed
We would need at least 4 days to ensure that the CI is healthy and can complete all required tests on time.

From my POV this is a no-brainer.

If the PR is LGTMed and approved before the freeze - you did your part.

I support this exception.
