Network hotplug feature is moved to Beta towards v1.3

Hello All,

The network hotplug feature has been available from v1.1 as Alpha.

It has not changed since with positive feedback from users who tested it.

Therefore, the sig-network is bumping the feature to Beta [1][2] towards v1.3

with the intention to GA the feature in v1.4.
