kubevirt/kubevirt 1.36 presubmit test lanes are now required

Hey,

quick heads-up: as of [1] the 1.36 lanes are now required to be passing.

Please note that we currently have a release-blocker on 1.36 right now - Virtiofs serviceAccountToken permission denied on k8s 1.36 [2] owned by sig-compute
