Turning beta features on by default

Hey all,

We've long discussed enabling Beta features by default.

I've now opened a "meta-VEP" to facilitate this policy, which you can find here:

https://github.com/kubevirt/enhancements/issues/229.

I'm using the term "meta-VEP" as this does not require API changes nor is implementing a feature. The code changes should be entirely minimal, and won't require a feature gate. In fact, we want it to become effective starting from v1.9.

For this reason, I think we should aim to merge this before the planning phase of v1.9 even starts.

This is a very short and straight forward VEP. Please take the time to review and let me know what you think.
