Request for code-freeze exception for VEP-199

Hi,

I would like to request a code-freeze exception for VEP-199 NVIDIA Grace GPU Passthrough Baseline in KubeVirt.

The remaining work is blocked on landing the dependent PRs first: #17886 and #17998 . Due to current CI overload, those PRs have taken longer than expected to merge.

The final PR, #18011, has already gone through several rounds of review and is in good shape and approved. The main remaining step is to rebase it after #17886 and #17998 are merged, then complete the final CI validation.

Given the CI progress and the dependency chain, I’d like to request an exception so we can finish landing VEP-199 once the prerequisite PRs are merged.
