[dhiller] how valuable is check-tests-for-flakes in release branches?
[dhiller] we have consensus (Jed, Federico) that they are pretty useless in the release-branches, so I am going to delete them, as well remove the annotation that will make config-forker also add check-tests-for-flakes to the release configs
