possible to use kubevirt to automatically bring up a vm cluster?

I haven't seen anyone discuss this anywhere, but I'm wondering how one would use kubevirt to automatically bring up a cluster.

i.e. imagine bringing up a cluster of VMs to be kubernetes cluster(s) (i.e. virtual machine kubernetes on top of bare metal kubernetes)

I guess this might be out of scope of kubevirt directly, but would be an operator/crd on top of it that uses kubevirt to bring up the VMs and then the operator manages the VMs to setup the kubernetes cluster.

has anyone thought about this at all?
