sig-ci high failure rate needs to get investigated after the meetingg
quick look at the e2e job failures:

[fossedihelm] last week CI was stressed a lot - on Wed ff, also a lot of merged PRs
[dh] we probably should change the tide rules to only allow specific PRs
[dh] we also should not hold specific PRs by referee bot during that period
[dh] for 1.34 kubernetes was doing code freeze enforcement like this: https://github.com/kubernetes/test-infra/commit/bbbd7793a0aaa6eecc4dadcc91e6a230e1530f9b
basically it only was allowing PRs with the 1.34 milestone to get picked up by tide
we should probably do the same for next release
should be discussed during next unconference and result then added to sig-release 1.8 plan
