Introduce sig-architecture and sig-control-plane

Hello all,

During the v1.7.0 VEP retrospective [1] in September we briefly
discussed breaking up the vast responsibilities currently held by
sig-compute. The goal being to provide a dedicated forum for
discussing/tracking VEPs and to also unload the maintenance of control
plane components from sig-compute.

I initially suggested subprojects but after that was quickly rejected
the following proposal for sig-architecture and sig-control-plane was
put forward:

This has been discussed on the sig-compute call for a few weeks with
no real objections but I'd appreciate thoughts and review from the
wider community before we move ahead with this.

This has now merged and I'd like to start standing up
sig-control-plane and populating the chairs, approvers and reviewers
etc.

I've posted the following changes to get things moving:

labels: Introduce sig/control-plane

For now I've put my own name forward as one chair but I'd be happy to
stand aside if others feel strongly about taking this role.

If you are interested in joining sig-control-plane as a co-chair,
approver or reviewer please drop by the PR and say hello!

We will also need someone to lead the process for sig-architecture as
given that I'm not a root approver currently I don't feel
qualified/authorised to stand up this specific SIG ;)

I'll raise all of this on the unconference later today if folks want
to discuss things there.
