[Exception Request] VEP #80 (SEV-SNP): Enhancement Freeze, target v1.9 beta

Hi all,

Requesting an EF exception for VEP #80 (SEV-SNP) for v1.9 beta.
Apologies for filing a few days late.

Implementation is in tree as of v1.7.0, CI nodes are integrated into
Prow, and bare-metal AMD EPYC hardware for e2e is available. v1.9 is the
beta graduation per the criteria in the VEP. Targeting Beta 0 on May 21
and CF on June 24, no additional time needed. If not granted, beta slips
to v1.10.

Status update on the tracking issue this week.
