Exception request for VEP 420 - VMExport external link certificate strategy

Hi,
I’d like to request a VEP freeze exception for VEP 420,
Tracking issue - https://github.com/kubevirt/enhancements/issues/419
VEP PR - https://github.com/kubevirt/enhancements/pull/420
Target - there is no feature gate, it is an enhancement to an existing feature which is GA, but it adds a new API field, so required a VEP.

justification :
the PR is lgtmed by the dedicated reviewer, but I haven't been able to get an approver to look at it. 

time requested:
a week, to allow for approver’s attention for a final review and verdict
