[Exception Request] VEP 115 - Add PCIe NUMA topology awareness VEP

Which VEP you wish to ask an exception for: VEP 115: Add PCIe NUMA topology awareness VEP (https://github.com/kubevirt/enhancements/issues/115)
The reason the VEP is not merged by now: Delays by holidays and valuable reviewer feedback submitted recently for which more time is needed to adequately.
What is left to do: Clarify ambiguity pointed out by reviewers and update VEP, and add proposal to use annotations for legacy VMs.
The extra time needed: 7 days
