Moving cgroup v1 support to maintenance mode

Hey all,

Kubernetes had recently moved cgroup v1 support to maintenance mode: https://kubernetes.io/blog/2024/08/14/kubernetes-1-31-moving-cgroup-v1-support-maintenance-mode/.

To clarify, maintenance mode does not imply deprecation or discontinuation of support. It instead means that features would still be supported, but new features will not be obligated to fully support v1 and will do so on a best-effort basis.

Since Kubernetes' new features will support v1 on a best-effort basis we simply cannot guarantee v1's full support.

A few questions to the crowd:
1. Are there any concerns / objections?
2. Do we have users relying on cgroup v1?
3. Where is the right place to announce this? A design proposal? A .md file to the community repo?

Hey again,

I've opened this PR to declare the new policy: https://github.com/kubevirt/kubevirt/pull/14538.
I'm not entirely sure it's the right place to declare that though.
