KubeVirt v1.4.0 Release!

Hi everyone!

The Kubevirt Team is happy to announce the availability of KubeVirt v1.4.0!

The release is primarily intended for Kubernetes 1.31 and it is being tested against the latest 3 Kubernetes versions as well (1.30 & 1.29).

This is the sixth KubeVirt release to follow the Kubernetes release cadence.

There were many features added, notable ones being:

- GA of many features: Network hotplug, Common Instance types, NUMA, GPU (Some which where GA for a long time and we are just making it official)

- Node Restriction (Feature gated)

- Network Binding Plugins improvements

- Igb network interface model in case you want to play with SRIOV but don't have hardware for it.

- Volume Migration (Alpha)

- KWOK scale testing

WTH - It feels like Containers did not wrangle virtualization down just yet :)

It's great to see our project thriving, with so any feature additions by many contributors, and seeing it being used by many adopters.
