Fellow contributors - please consider using CI resources wisely!

Hey everyone,

Today, we have reached 400 jobs running concurrently in CI again. I kindly remind you to check the current capacity and queue status [1] before assuming Prow missed the update and issuing a retest.

Note that (as shown in the picture) if the queue is increasing instead of decreasing, issuing /(retest|test) will not help. So please take a look before you do that - your fellow contributors will thank you for not overloading the queue.

Force-pushing to retrigger testing will not help either.
