[Exception Request] VEP 293: Experimental Migration Options

Hi everyone,

I know we agreed we will be very strict with exception requests after the VEP/code freeze, but it looks like this VEP (VEP 293 - https://github.com/kubevirt/enhancements/pull/295) was accidentally missed because it already received an `lgtm` and verbal approval. Moreover, VEPs that depend on and reference this (VEP 248, VEP 291, VEP 246) were already approved and merged.

With that in mind, I'm requesting an exception request for this VEP so we can get this merged and completed with in the v1.9 cycle. Thanks.
