Creating sidecar with system privilege

Is this possible? I'd like to modify parts of the libvirt xml but they require system mode. See this error:
Message:               server error. command SyncVMI failed: "LibvirtError(Code=84, Domain=0, Message='Operation not supported: Network bandwidth tuning is not available in session mode')"

I suggest you provide the exact need + what you have tried to add to the DomainXML.
Then we may be able to suggest alternatives.
