needs-rebase label wasn't removed on some PRs

Hey,

we were made aware that some PRs do still have a needs-rebase label even though they had been rebased. We suspect a Github issue (an event not sent to the prow webhool) responsible for this and have removed the label from a couple of PRs. Please ping us if we missed some.
