[dhiller] merges were blocked by a s390x unit test failure
background: failing test was merged when the s390x clusters were down and the s390x unit test lane was disabled
PR fixing the issue: PR#18611
questions:
why is a unit test platform dependent
why are there architecture lanes for unit-tests?
note: unit tests that are not platform independent are NOT unit tests! unit tests run in isolation, entirely independent from external resources
suggested sig-ci process change: if a unit test lane is being optional or disabled, no merging should be done
