[kubevirt-dev] CDI v1.61.0 Release

I am happy to announce the release of CDI v1.61.0!
This release is meant to be used together with KubeVirt 1.4.

Some dominant themes were s390x enablement and critical bugfixes for the VDDK datasource.
Thanks to anyone participating in this release!

This release follows v1.60.0 and consists of 53 changes, contributed by
