I would like to request an exception for VEP 80 (Enable Intel TDX and AMD SEV-SNP)

* https://github.com/kubevirt/kubevirt/pull/17638 (pretty much approved by Aseeef, requested refactor pushed; pending re-review; skipping kind SEV lane in CI)
* https://github.com/kubevirt/kubevirt/pull/18048 (draft; one-line gate flip, depends on 17638)

Why It's Likely to Merge: #17638 is functionally complete and Aseeef has signed off on the approach, with the requested refactor already pushed, so it only needs re-review and approval. Its one blocker is the kind SEV lane, which can't read /sys/fs/cgroup/misc.capacity because kind runs in a private cgroup namespace; the plan is to skip that lane pending @dhiller's sign-off and track the fix in the CI repo, and bare-metal SEV-SNP coverage is unaffected. #18048 is a one-line gate flip that depends on 17638 and merges right behind it once the capacity plugin is in.
