Hi,
As promised on last WG Reliability meeting, I'm sending the initial draft for my subjective proposal for blocking contributions from individual SIGs based on reliability-related deficiencies.
By definition, this doc is just to anchor the discussion somewhere and t this point every single idea (even if it's completely incompatible with the current shape) is more than welcome.

I would like to discuss that during the next WG Reliability meeting (Nov 9th), so please take a look and think about it by then.
