New repository request for policy WG

Hello sig-auth / wg-policy chairs & leads,

I'm requesting a sig-sponsored repository in github.com/kubernetes-sigs for policy WG to collaborate on planning, designs, prototypes etc.

We have multiple projects like 1) Cloud Custodian 2) Policy Violation CRD that require a community collaboration space. 

The repository will contain:

- Documents for planning (also issues for tracking)

- Design docs

- Prototype code

I've filed an issue https://github.com/kubernetes/org/issues/1669. Can you please review and approve?

Particularly, I need approval from sig-auth leads as well as wg-policy leads.
