governance update for Policy WG

hello policy peeps!

as co-chair (maybe...? read on) I am trying to clean up the WG structure in github per the process defined here:


As such I have created:


which details all the history and PRs.

Therefore I hereby propose the following, and using the lazy consensus principle defined by the community guidelines above:

* the community is invited to please review and comment on the co-chair update to the sigs.yaml in PR #5749 Those who wish to comment privately should contact steering...@kubernetes.io or any Kubernetes TOC member. Any concerns can also be emailed to me or Jim as the acting (though not yet official) co-chairs... together or separately
* any additional nominations gladly welcomed! If so please note on the PR so the community can comment and register support

Per the documented guidelines linked above, we will consider this adopted in 7 days if no objections or discussion items are raised. If objections are raised or discussion requested, we will discuss on the next scheduled call 5/12 ... or privately with the TOC if sensitive issues arise.

Hope to see you all on the next call 5/12 where we will be discussing the PolicyReport CRD projects, OSCAL, and much more!!
