[RFC] WG Naming process PRs are ready for review

Hey WG Naming folx,

As discussed earlier today at the meeting (notes here), we have the following PRs up for review:

• A workflow for proposing recommendations: https://github.com/kubernetes/community/pull/5211
• The WG Naming Architectural Decision Record (ADR) (recommendation template): https://github.com/kubernetes/community/pull/5206
• A framework for evaluating language: https://github.com/kubernetes/community/pull/5207

The pull requests are pretty short and largely the aggregation of discussions we've had at previous meetings.

They represent the process by which we'll make future decisions (and resolve the current mailing list threads), so please take some time to review them if you have opinions.
