Proposal for a small tool

Hello Folx,

Based on my previous thread on the Discussion on the offensive/biased term "guys", mostly these terms come in into the Kubernetes repo via issues, comments, and markdown files. We can incorporate the toolings for the codebase when we are doing it in a holistic way. But, for the issues that people create, how about we have a GitHub Action that starts soon after someone creates an issue and scans for these offensive/biased terms and asks the author to address that in a comment on the same issue?

I can try this and do a draft GH Actions if we want to try it out. Please let me know your thoughts.

If we decide to implement something like this, I would recommend we do it via a Prow plugin. We already receive webhooks/events from the entirety of the Kubernetes GitHub organizations and have multiple plugins implementing "look at the contents of an issue when it is opened".

I'd also suggest getting input from the Github Management subproject / SIG Contributor Experience.
