CoreDNS lameduck configuration option

This is a bit outside of our scope but CoreDNS has a configuration
option `lameduck`. I would put "lame" as a first-order concern so maybe
we could reach out to the CoreDNS team and work with them on a replacement?

I love this, for the obvious reasons.

To save me a bit of work – can we run this through the evaluation framework (answer all the questions) via email, and then think about what our next steps are as a working group? It's a bit out of scope for us, but let's take a look regardless.
