Major Themes Needed For 1.12 Release

Hello Sig-Leads, 

I'm working on the release notes for 1.12 and we need two things from you: 

1. We need you to pull together the "Major themes" for the release for your SIG no later than Wednesday 9/19.
2. Please go through the release notes in your section and make sure they're appropriately categorized, nothing's missing (ie, stuck in "Other Notable Changes"), there's no non-user-facing notes in the main section, etc.  If we don't have your themes by Friday, we'll take a stab at it for you (and nobody wants that) .
