Feedback request: Dynamic zone selection in kubetest2 to mitigate GCP stockouts in tests

Hi SIG Testing,

I've written a proposal to address GCP stockout issues affecting tests that use kubetest2, by dynamically selecting zones based on capacity: Proposal: Dynamic Cluster Locations in kubetest2 for GCP

This approach uses the gcloud alpha compute advice capacity API aiming to improve test reliability across various GCP-based deployers.

Looking for feedback and potential reviewers on the design.
