SIG Testing Leads Rotation

Hello SIG Testing folks! Hope everyone is doing well. ^^
It's been a while since we've updated the leads for SIG Testing. While we currently have several chairs and technical leads, they're due for an update. With that in mind, on behalf of the SIG Testing leads, we're proposing these changes:
1) We're nominating new subproject leads for SIG Testing subprojects (https://github.com/kubernetes/community/blob/master/sig-testing/README.md#subprojects), to help maintain and direct them. We want to propose some active contributors who have already been doing work in these areas; specifically:
- Boskos: @dims and @mahamed (GH: @upodroid)
- kubetest2: @aojea and @mahamed
- kind / cloud-provider-kind: @bentheelder and @aojea
- hydrophone: @dims and @Ricky Sadowski (GH: @rjsadow)
- testgrid: @amerai (GH: @michelle192837)
- prow: @Petr Muller (GH: @petr-muller)
2) In addition, Cole (@cjwagner) and Alvaro (@alvaroaleman) are stepping down as technical leads for SIG Testing. Thanks again to both of you for all the work on SIG Testing, especially on developing and maintaining Prow for these years!
We'll leave this open for 1 week of lazy consensus, and if there are no objections, will start making changes to rotate leads in and out.
