SIG Testing Leadership Update

Hi folks! On behalf of the other SIG Testing chairs and leads, for now we're proposing to move Brian McQueen from SIG chair to emeritus, due to lack of recent activity. I'm extending our thanks to Brian for helping chair SIG Testing and being a community member; we appreciate the work you've done, and are happy to welcome you back later.

We'll leave this open for lazy consensus for a week (through March 12, 2026).
