[NOTICE] Zero flake policy

Hi all,

It was in Dec 2019 when Aaron Crickenberger (@spiffxp) announced the removal of the automatic retry on flakes on our e2e test suite [NOTICE] No more ginkgo.flakeAttempts=2 for e2e tests as of 2019-12-13

A lot of work from the whole community was needed to achieve this great milestone, and a lot of work has been done during these years in order to maintain and improve it. I think that this is a great example of cross-SIG collaboration and the results in quality and reliability demonstrate how valuable and beneficial this is for the project. However, I realized that we never formalized this policy, so I'm sending a PR to make clear our zero tolerance to flakes. 

I encourage all the community to continue working with this mindset and this high bar in testing, so we can keep releasing the most reliable and resilient open-source system for automating deployment, scaling, and management of containerized applications.
