Reporting information from Prow jobs to GitHub comments and annotations

Hi folks,

This is a request for review of the design doc[1] for reporting information from Prow jobs to GitHub comments and annotations[2]. It was discussed in the issue[3] that a lightweight design doc(not a full KEP) should be sufficient for discussion before proceeding with implementation of this change.
