[NOTICE] kube-apiserver deprecating cloud-provider and cloud-config arg may lead to test failure

Hi SIG Testing,

kube-apiserver deprecated cloud-provider and cloud-config arg, which may lead to the cluster bootstrap failure for kube-apiserver crashes.

Please remove these args from kube-apiserver to mitigate the issue if the tests you own are affected.
