Deprecation of external-storage repo

Hi Folks,

Please read this if you depend on the old external-provisioners.

The Kubernetes GitHub admin team is in the process of shutting down the kubernetes-incubator org and either move things to k-sigs or archive them off.

https://github.com/kubernetes-incubator/external-storage was marked as deprecated, and the external provisioner library was moved to https://github.com/kubernetes-sigs/sig-storage-lib-external-provisioner

I am proposing archiving the remainder of this external-storage repo. Any stand alone external-provisioner should be moved to another repo if they are critical, or replaced with a CSI driver.

If you have any objections, please let me know.

The NFS provisioner is being actively used by some of the users.

Kiran, can you help find and put together a group of people that will commit to maintaining this? Our biggest issue right now is not lack of users, it's lack of maintainers to review fixes, and setup/maintain the release and CI infrastructure.
