Remove in-tree openstack cloud provider

Folks,

Kubernetes 1.26 (which will ship in a few months!) will no longer support the in-tree openstack cloud provider or the cinder volume provider. Please follow along in https://github.com/kubernetes/kubernetes/pull/67782 if you need any more info. There are links to all the associated KEPs and docs etc.
